Re-enable Stream for Proposal 646 (part 2)
This proposal re-enables the just executed "stream claim address correction" for the recently Nouns School proposal that returned the DAO's vested funds to the Payer Contract circa Proposal 658
What has been Fixed?
The Correct Claim address, ie "The Nouns School Buffer Wallet" has been Fixed to the Nouns School Wallet from the Nouns School Initial Address Multisig. You can see how the Nouns School Project Initial Funding from Proposal 477 was distributed from January 2024 to August 2024

Issues

This error was a "copy-pasta" error from the SAFE wallet of the Nouns School Buffer Wallet 0x0e36f7e....58018F4FEB was wrongfully copied to be the Stream Claim address as highlighted above.

Please add a Triple Check Security Value to you 2 factor Authentication, this is still a Triple Check Orderbook especially for the the Target Wallet address
Learnings
Each proposer needs to have a Triple check for the Proposal claiming address for the custom protocol action such as a a 'Stream Funds' action once the stream started, the fund will be vested and canceling the stream will only allow Payer (DAO) to recover the non-vested token remaining vested token will always be available for withdrawal by the recipient.
Proposers are free to change / cancel the Nouns DAO vested stream by submitting a "two part proposal" process to the DAO that retains the ADMINISTRATIVE rights to all Streams from the DAO
