Krel's idea of in the future, using large donations as matching donations is a great one too. Going to forward this idea to the Giveth team to see if they think this feature would be valuable to others too:

Great work incorporating Nouner feedback from previous version, Nouncil calls and DMs.
I do think the team can get creative to develop other streams of income by being more onchain and creating more of a presence outside of Nouns. One easy choice is listing on Giveth.

Unfortunately, I still don’t believe that this is something that Nouns is uniquely positioned to fund. There are many dollars going to animal welfare and Nouns adding funding won’t make as significant a difference as funding more overlooked areas.
My feedback is the same as v1, reposting:
The challenging thing about charity type props is that even successful ones will struggle to become self-sustaining. There isn't a path to financial self-sustainability -- the whole operation works through donations like donation we'd be giving through this very proposal.
The whole end-game of nouns (in my opinion) is for nouns to be the pinnacle of excellence in certain verticals. It's possible that "charity" could be such a vertical -- maybe nouns is known as one of the great non-profits. But how do we get there? Imo scattering funding to various props makes it challenging for nouns to build up a "brand" around philanthropic work. In order for someone to come and see how much good nouns has done, they'd have to dig through the proposals and see which ones were philanthropic. This added friction makes it challenging for nouns to build up brand.
Here's what I think would be great: as an org, we allocate some % of the treasury to philanthropy. We do this under an arm like "nouns philanthropy" or something that can build it's own brand independent of the larger nouns name. Then, we take from the vrbs dao playbook and set up a grants based stream where different orgs can apply to be listed as an initiative. Token holders can vote on how we should split the philanthropy budget and funding will be streamed to various orgs. This solves the sustainability problem -- as long as we pass an annual proposal to fund the philanthropy arm orgs can continue to sustain themselves as they do good. It also solves the branding problem, because all of nouns philanthropic work is done under one arm that can independently build it's brand and be known for doing good.
I've been skeptical of charity type proposals in the past and since the ask is quite big here my feeling is the same. However, I think nouns shelter is doing good work and if we had some sort of stream based grants program with a % of the treasury budget allocated to philanthropy I would be happy to vote for giving some of that stream to nouns shelter.
TL:DR -- I still think 150K is a big ask, and would like to see all philanthropy type proposals operate under the streaming infra vrbs teams will be building from prop 582

Providing shelters and support for cats and dogs is one of the easiest projects to discuss when sharing the DAO's activities, alongside efforts like quack, deli, and coffee. I believe this project has a good shot at turning the flywheel.
I also want to add that Coral and Sharon have been active in Nouns for almost a year and are, in my experience, wholly dedicated to the Shelter project. They regularly reach out to community members for feedback and collaboration. These are the type of builders we want to support.
Fundamentally agree with willpapper, but since this project is already underway (and seemingly well executed so far), i think its ok to give the team 6 months of additional runway to implement their ideas.
Im not a domain expert here at all, but one model that i think could work is if Nouns Shelter manage to raise funds elsewhere, the nouns treasury could also match those donations. I believe that would be more appealing for nouns to continue to fund (basically bc it puts some market/quality pressure on Shelter) vs paying for the entirety of the operations.

We believe the team has addressed concerns and incorporated feedback well in this current proposal. As mentioned in our previous vote with reason, while sustainability is important, it can sometimes be unrealistic and essentially just smoke and mirrors to get the proposal approved. In some cases, doing good is enough in our opinion. The team has already made a significant impact on many animals' welfare, and with this current proposal, we are happy to support their continued efforts.

Nouns Shelter is doing incredible work, and we believe this program will signal many real-world opportunities for the DAO overall.
On the side of Cares, we will donate 20 hours a week to Nouns Shelter, offering access to our traditional brand partners to bring in external opportunities and relationships to help advance the mission.

Proposals should start looking for sustainable help and not one offs. I respect the effort and the good will and hope I see a further proposal that aims to be more scalable.

Always love to see a second prop that incorporates feedback so well.
The two projects that have been really resonating this week with the Japanese Public Goods Crowd, has been Nouns Shelter and building a school in Uganda. Nouns funds both real-life and Ethereum Public Goods and while I love the Ethereum Public Goods we get more recognition and understanding from the outside world, even those Ethereum pilled but not yet Nouns-pilled when we provide IRL impact.
Coral, Sharon and saving animals is as Nounish as it gets. I appreciate their frequent prop dates and DMs around the progress of the first prop. I believe in this team and what they are doing. They have also smartly surrounded themselves and asked for feedback from Nounish teams like eSports, Quack, Cares and myself.
Being in Asia this week, I'm acutely aware of the timezone differences and how difficult it is to connect with my usual Nouns community. Also of the cultural differences that will mean sometimes, I will never fully fully understand Asian props.
It also bears mentioning, in regards to some of the comments I've heard on Farcaster... just because you don't have a Power Badge and don't get Warpcast visibility or you are on a timezone where the West doesn't see your casts, that is in no way a measure of Nounishness. Doing good in the name of Nouns defines your Nounishness.
Lets go save some animals!
